Community Development Block Grant Disaster Recovery (CDBG-DR) Funds

The Vermont Agency of Commerce and Community Development, Department of Housing and Community Development (DHCD) will receive $67,845,000 million from US Department of Housing and Urban Development (HUD) in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds in response to Vermont's July 2023 floods FEMA Disaster Declaration 4720. These funds will help communities with the necessary expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing, and economic revitalization in the most impacted and distressed areas receiving major disaster declarations, for CDBG-DR eligible activities and addressed a national objective of benefitting low and moderate income people and addressing an urgent need.  The Federal Register mandates $54,276,000 must be used to serve communities in zip code 05656 for Lamoille County and all of Washington county.

CDBG-DR Action Plan Status

DHCD staff are still currently gathering information and developing the states CDBG-DR program to prepare the draft action plan to be submitted to HUD in order to access the funding.  HUD has revised the Universal Notice that outlines the format for the action plan and staff are updating the plan to reflect HUD’s changes.

DHCD Staff anticipates the Action Plan being available April 21, 2025 and will be made available for public comment for 30 days once it is posted to this page. Once posted, comments on the action plan can be sent to ACCD.CDBGDR@Vermont.gov.

DHCD Staff are also currently working on preparing for another public hearing that will be scheduled in mid-May and posted here once the plan is available to comment on.

Public Hearing

DHCD staff held a public hearing to present an initial outline of how funds may be allocated and to get input from Vermont residents on the potential  DRAFT HUD CDBG-DR Action Plan on March 20, 2025. 

The purpose of the hearing was to listen to residents’ views that were impacted by the June 2023 floods to help determine the state’s unmet needs for planning, housing, infrastructure, economic revitalization, and public service from the flooding.
