Accessory Dwelling Units

Vermont’s law on equal treatment of housing and town bylaws requires municipalities to allow homeowners to add one Accessory Dwelling Unit (ADU) to their house as a permitted use as long as certain conditions are met. DHCD developed this brochure to assist homeowners interested in creating an ADU.

Brattleboro Area Affordable Housing (BAAH) offers technical assistance to homeowners in Brattleboro and Bellows Falls who want to add an apartment to their house, and after the apartment is complete up to $5,000 toward the cost of construction. BAAH has assisted in the creation of more than 50 new apartments.

HomeShare Vermont, AARP-VT, and the Heineberg Community Senior Center, recently co-sponsored an ADU workshop at the Heineberg Community Center in Burlington. Materials from this workshop are accessible on HomeShare Vermont's resources page.

Vermont Natural Resource Council's Community Planning Toolbox also has helpful information for communities addressing the requirements of the law, including a case study from Montpelier's One More Home accessory dwelling unit program which ran from 2006 to 2009. 

In 2009 the Mad River Valley Housing Coalition serving the towns of Towns of Fayston, Warren, Waitsfield, Moretown and Duxbury published an accessory apartment resource guide called Open a New Door: A Guide to Creating & Renting Accessory Apartments in the Mad River Valley.

New Hampshire Housing has also published a Homeowner's Guide to Accessory Dwelling Units for residents of that state. Please note that the statutes and regulations discussed are NOT applicable to Vermont.
