Manufactured Home Improvement and Repair Program (MHIR) Deadlines
As of 3/17/25, applications for Home Repair, Infill, and Foundation Awards will be OPEN through May 15, 2025.
Emergency Home Repair applications will remain open past the closing date for households facing immediate housing loss due to repair needs. These applications will be subject to additional review to determine eligibility.

Park Improvements through Small-Scale Capital Infill are available to owners of mobile home parks in Vermont (also known as manufactured home communities) to infill vacant or abandoned lots within the park. Park and park owner must be registered in the Registry of Vermont Mobile Home Parks to be eligible for the program. Owners can be awarded up to $20,000 per lot. However, parks applying to infill more than 2 lots will require an additional review process, with a maximum of 10 lots per park. Lot must be made available for a homeowner, not rental home. Projects must be approved before work begins. MHIR does not pay for retroactive work.

Eligible uses of Park Improvements through Small-Scale Capital Infill funds include:
- Disposal of abandoned homes;
- Lot clearing, grading, or preparation;
- Site electrical box issues/upgrades;
- E911 safety issues;
- Legal fees incurred in the removal of abandoned homes.
- Transporting homes out of flood zones;
- For transporting homes out of flood zones, construction of a manufactured home pad or fuel tank pad, if necessary or required by regulation.
- Construction of a manufactured home pad (or fuel tank pad), if necessary or required by regulation for home relocation;
- Individual septic systems;
- Construction of utility improvements such as those for water supply, electricity, telephone, cable television, and gas;
- Payment of municipal fees such as school impact fees and sewer connection charges; and
- Marketing to help make it easier for home-seekers to find vacant lots around the State.
Examples of ineligible expense include:
- Creating a rental home; and
- Costs related to eviction.
Note. Lots located in flood zones may be ineligible for funds, or additional documentation may be required.

For-profit, non-profit and Co-Op Manufactured/Mobile Home Park Owners:
- Project must prepare at least one (1) lot for infill.
- Park must be registered with the State of Vermont. You can find the current list of registered parks here. If you believe you own a park that is not registered, please email mhir@vermont.gov.
MHIR will be taking applications from March 17, 2025 until May 15, 2025, or until available funding runs out, whichever comes first. When the standard application window is closed, applications for emergency home repairs – repairs which will prevent immediate loss of housing or habitability – will be accepted while separate funding is available. Foundation awards and infill will not be considered for emergencies
Park owners can receive up to $20,000 per lot prepared for infill and can apply multiple times until they meet the program cap. Park owners can apply for a maximum of 10 lots per park, except in cases where a critical need exists and that more than 10 lots in a project will create significant efficiencies of scale.
Yes, with full knowledge and consent from the homeowner, a case manager can apply on their behalf. Application assistance is available through the Champlain Valley Office of Economic Opportunity (CVOEO) for Home Repair application assistance only.
No, this program does not require income eligibility, but homeowners must attest to their income in the application.

- Park owners will receive a 1099 Misc. tax document with the total MHIR award(s) amount.
- Lot must be made available for a homeowner, not a rental home.
- At least 1 detailed quote from a contractor for item(s) to be repaired.
- At least 1 photo of the lot showing the issue to be addressed.
- For lots that are in a 100-year floodplain, please submit a flood mitigation plan. (see Flood-Related Applications section).
- For abandoned homes only: One document to verify ownership. Examples may include: a property tax bill, a bill of sale, a mortgage or home loan statement, a deed, a will, or a probate document.
Once applications have all the necessary documentation, a review committee then makes a decision. Applicants will be notified in writing of the outcome. The review committee normally meets twice per month.
