Manufactured Home Improvement and Repair Program (MHIR) Deadlines

Due to the high volume of applications received, the 2025 round of MHIR applications will close on April 25, 2025 for Foundation Awards. DHCD is seeking base funding for the MHIR program so the needs of vulnerable Vermonters can be met going forward.

Manufactured Home Foundation Awards are available to prospective and current homeowners of manufactured homes in a park. Eligible applicants can receive up to $15,000 to cover costs related to installing a new permanent foundation or HUD-approved slab on a vacant lot. Projects must be approved before work begins. MHIR does not pay for retroactive work.  

Additional program requirements:

  • The home must be the primary residence of the homeowner.
  • Slabs must be HUD-approved with HUD-309 for new manufactured homes. 
  • Homeowners are responsible for meeting local regulations and home loan requirements.
  • The home must be located within a Mobile Home Park listed in the Registry of Vermont Mobile Home Parks.

Eligible uses of Manufactured Home Foundation funds include:

  • Site preparation;
  • Skirting;
  • Tie-downs; and
  • Utility connections
  • Foundations for a manufactured home moving to a lot in a state registered park. 

Ineligible uses of Manufactured Home Foundation funds include:

  • Concrete slabs for propane tanks.

Frequently Asked Questions

Prospective and current homeowners of manufactured homes that will be:

  1. The applicant’s primary residence located in Vermont;
  2. Located in a Mobile Home Park listed in the Registry of Vermont Mobile Home Parks; and
  3. On a HUD-approved mobile home slab or foundation.

MHIR will be taking applications from March 17, 2025 until May 15, 2025, or until available funding runs out, whichever comes first. When the standard application window is closed, applications for emergency home repairs – repairs which will prevent immediate loss of housing or habitability – will be accepted while separate funding is available. Foundation awards and infill will not be considered for emergencies.

Limit one award per applicant. Awards can be up to $15,000 to pay for a foundation or slab and related expenses within registered manufactured home communities.

No, this program does not require income eligibility, but homeowners must attest to their income in the application.

Applicants shall complete the application and upload supporting documentation through the online portal, which can be found at: https://mhirprogram.vsha.org/

  • At least 1 detailed quote from a contractor for the foundation installation and any associated work.
  • A detailed budget for the overall project or a pre-approval letter from your lender.
  • At least 1 photo of the lot where the home will be placed.
  • If applicable, a completed HUD Form 309 should be submitted by applicant or contractor following completion of foundation or slab.
