Overview
Governor Phil Scott signed the Housing Opportunities Made for Everyone (HOME) Act on June 5, 2023. This Act amends the Planning & Development statute, Act 250, and other laws to enable new opportunities for housing development within state, regional, and local planning and development regulations.

Funding Assistance for Bylaw Modernization
Currently, fifty-six municipalities in Vermont have received Bylaw Modernization Grants from the Department to expand housing opportunities.
The Department expects that the final Budget Act will provide additional funding for new and revised bylaws through the Municipal Planning Grant and Bylaw Modernization Grant programs. The Department aims to announce these funding programs later this summer.
Technical Assistance for Bylaw Amendments
Vermont’s eleven Regional Planning Commissions strengthen the capabilities of municipalities. Regional Planning Commission staff is skilled at advising on project work plans, budgets and other forms of direct technical assistance.
