The State of Vermont's Department of Housing and Community Development (DHCD) will be holding a virtual/in-person public hearing to get input from Vermont residents before finalizing its U.S. Department of Housing and Urban Development (HUD) 5-Year Consolidated Plan for 2025-2029. The draft Plan outlines priorities for the use of approximately $14 million in federal funds provided to the State for creating affordable housing, addressing homelessness, creating jobs, and improving the quality of life for all Vermonters. The Plan also serves as Vermont's application to HUD for these funds.
The hearing will be held on Thursday, March 27, 2025, from 4:30-5:00 p.m. The in-person location will be at DHCD, 1 National Life Drive, Davis Building, 6th floor, Montpelier.

Access to safe, stable, and affordable housing is a cornerstone of thriving communities. The Vermont Housing Division is dedicated to expanding and preserving housing options across the state, ensuring that all Vermonters have access to homes they can afford.
Through innovative programs like the Vermont Housing Improvement Program (VHIP), we are adding much-needed units to the housing stock, while helping formerly homeless households secure stable housing. Additionally, our Manufactured Improvement and Repair Program (MHIR) supports the preservation of affordable homes in mobile home parks, ensuring that this vital source of housing remains a key component of Vermont’s affordable housing landscape.
We also work closely with state housing agencies and local partners to implement Vermont’s housing policy, administer the Mobile Home Parks Program, and support the development of the state’s HUD Consolidated Plan.
