CRRP Business & Nonprofit Applicants

Overview

The Community Recovery and Revitalization Program (CRRP) will award grants to nonprofits and for-profit businesses in impacted industries for projects that make capital improvements or capital expansions that were delayed due to the negative economic impacts of the COVID-19 pandemic. Priority will be given to projects in impacted industries, small businesses in Qualified Census Tracts, and childcare and affordable housing projects that serve low to moderate income families.

Applicant Eligibility

For the CRRP, an eligible small business meets the following criteria: 

  • It is located in the State of Vermont. 
  • It is a for-profit entity with not less than a 10 percent equity interest in the project. 
  • It does not have more than 20 locations (in total, with any affiliated businesses, regardless of whether those locations do business under the same name or within the same industry). 
  • It is not publicly traded. 
  • It has no more than 500 employees. 
  • It is considered a small business concern as defined in section 3 of the Small Business Act

For the CRRP, an eligible nonprofit meets the following criteria: 

  • It is a nonprofit tax-exempt organization. 
  • It is located in the State of Vermont. 

Eligible Impacted Industries

Project Eligibility: Eligible industries include those entities with North American Industry Classification System (NAICS) codes that start with the following two digits:

  • 11 (Agriculture)
  • 61 (Educational Services)
  • 71 (Arts, Entertainment, & Recreation)
  • 72 (Accommodation & Food Services)

Applicants may reference the U.S. Census Bureau NAICS search tool to locate their NAICS code.

Award Calculation: Awards will not exceed the lesser of $1,000,000 or 20% of total eligible project costs.

Small Businesses in QCTs

Project Eligibility: Verification that the business is located in a QCT and confirmation that the project is undertaking one of the following project types: rehabilitation of commercial property, storefront improvements, façade improvements, or expansion costs.

  • To determine whether a project is located in a QCT:
    • Enter the project address into this QCT eligibility tool and locate the QCT number; OR
    • If you already know it, reference your QCT number on this QCT list.

Award Calculation: Awards will not exceed the lesser of $1,000,000 or 20% of total eligible project costs.

Childcare Projects

Project Eligibility: Facilities that serve low to moderate income families will be eligible for childcare projects. The number of childcare slots created for low to moderate income households as a result of the project is dependent upon participation in certain federal and state programs or meeting 300% of the Federal Poverty Guidelines (FPG) threshold or below.

Award Calculation: CRRP awardees will need to document that a proportional (award amount in relation to total project cost) number of day care slots are held for families that have a household income below 300% of Federal Poverty Guidelines (FPG).

Affordable Housing Projects

Project Eligibility: Facilities that serve low to moderate income families will be eligible for affordable housing projects.

Award Calculation: CRRP awardees will need to document that a proportional (award amount in relation to total project cost) number of units are held for families that have a household income at or below 300% of Federal Poverty Guidelines (FPG).

Required Documents

To successfully complete the CRRP application, the applicant will be required to provide the following documentation in order to demonstrate negative economic impact from the COVID-19 pandemic and show local and regional support for the project.

  • Financial Documents: 
    • 2019-2021 Federal Tax Returns
    • 2019-2021 State Tax Returns
    • 2019 Balance Sheet
    • Most Recent Year Balance Sheet
    • Most Recent Month Balance Sheet
  • Letters of Support:
    • Letter of support from the town providing details about whether the proposed project is compatible with the local town plan and the community supports the proposed project.
    • Letter of support from the Regional Planning Commission providing details about whether the proposed project is compatible with the regional plan.
    • Letter of support from the Regional Development Corporation providing details about whether the proposed project has a clear local significance.
  • A completed copy of an IRS Form W9
  • Summary Sheet from the Vermont Department of Environmental Conservation's Permit Navigator

Applicants will receive an optional demographic questionnaire upon successful submission of the application.
