Vermont Housing Data Website 

Maintained by the Vermont Housing Finance Agency the Housing Data website provides Vermonters with tools for making more informed decisions about affordable housing. For lower income renters, the site contains a real-time directory of all Vermont apartments with rents made affordable by public, project-based subsidies. For planners, community members and housing analysts, the site also contains "community profiles" of the residents and homes in every Vermont town and county. The site's growing toolbox of the latest resources helps with planning and developing municipal policy. 

Housing Budget and Investment Report 

The Housing Budget and Investment Report describes the major State and federal funding sources used for housing development, housing assistance, and subsidies. This report is required by statute and is submitted to Vermont's General Assembly annually. 


State Plans

The State conducts three major planning activities in connection with its receipt of federal funding for housing and community development activities. These plans are developed with public input and further the State’s goals to provide fair, decent, and affordable housing and to build strong communities.

HUD Consolidated Plan

A five-year Strategic Plan and one-year Action Plans serve as the application for approximately $11 million in annual federal funding and include the state's priorities, objectives, and desired outcomes. This funding supports community and economic development, affordable housing projects, and homeless assistance.

Vermont Housing Needs Assessment 

The Housing Needs Assessment is conducted every five years. This study measures the state's housing needs, including gaps in the housing market for renters, homeowners, the elderly, and persons with special needs, and projects how these may change over the next five years. Additionally, this Assessment informs the development of the HUD Consolidated Plan.

Fair Housing Analysis

A major component of the State’s fair housing initiative is the Fair Housing Analysis (formerly called the Analysis of Impediments to Fair Housing). This study is conducted every five years in connection with the HUD Consolidated Plan and identifies barriers to fair housing choice in Vermont and lists possible actions the State can take to address them.
