The Department (DHCD) uses a variety of public input methods in developing the five-year Consolidated Plan Strategic Plan and annual Action Plans (AAP's) to ensure that all Vermonters have an opportunity to participate in planning how the State spends its housing and community development resources. These are guided by the Department's citizen participation plan which outlines the steps the Department takes when developing or making a substantial amendment to the Consolidated Plan.

Consolidated Plan Online Survey
The Department conducted an online survey from September 9, 2019 to April 30, 2020 and received more than 300 responses.
Consolidated Plan Advisory Board
The Advisory Board assists the Department in getting input from a wide range of Vermonters to ensure that the views of low and moderate income people, people living in slum and blighted areas and in areas where CDBG, HOME and ESG funds are used have been included in the plan. Its members include representatives of affordable housing developers, agencies for the homeless and persons with disabilities, tenant rights groups, public housing agencies, faith-based groups, seniors, and regional planning and economic development organizations.
