We advise small businesses on strategies to maximize sales and work with clients to develop appropriate bid matching profiles in order to help your business achieve success. Joanne has been with VT PTAC for 11 years and has spent that time providing one-on-one assistance to over 300 distinct Vermont businesses to help them connect with government contracting opportunities. She was an integral part of the small Vermont PTAC staff that won the 2009 APTAC national award for outstanding Center of the Year. 

It is through her membership in the Association of Procurement Technical Assistance Centers (APTAC) as well as her seat on the Department of Defense Northeast Regional Council that she stays current on government acquisition trends. Joanne began her professional career working for the Vermont Mutual Insurance Company where she gained an understanding of the intricacies and challenges facing businesses in the State of Vermont.

 Ed Williams has been with the VT PTAC since May of 2012.  Ed Williams comes to the program with a background in Architecture, Construction Litigation Expert Witnessing and Construction Management Consulting.  Ed has owned his own consulting business in Vermont and has spent 15 years working for Corporate Architecture Firms in Massachusetts and California.  As a small business owner, and in his work with Architecture Firms, he  developed a broad knowledge of business marketing, project identification and acquisition techniques.  Ed holds a BARCH from the Boston Architectural College.

Babette Lizotte - (802) 652-2134

Procurement Counselor
(Chittenden, Franklin, & Grand Isle Counties)

Babette Lizotte is the counselor for the Chittenden, Franklin and Grand Isle Counties with responsibility for assisting small businesses with government, state and municipal contract opportunities.  Babette provides assistance with obtaining certifications, registering with the System for Award Management (SAM), assisting with research and assisting the small business move forward in their goals to do business with the government.  Babette has over twenty-five years experience in working with the government.  Prior to joining the PTAC with the State of Vermont, Babette worked as a civil servant with the government in all branches of the military, and was also a contractor  to the government herself as a Purchasing and Logistics Manager, working for Titan Corporation and AMSEC LLC a subsidiary of Northrop Grumman overseeing Naval Shipboard Installation and Repair.  Babette also owned three businesses of her own, and understands the challenges, and goals to better assist those small businesses.

(Essex, Orleans, & Caledonia Counties)

Brenda Plastridge is the counselor responsible for working with businesses in the Northeast Kingdom which consists of Essex, Orleans and Caledonia counties. Brenda assists small businesses in the area with Federal, State and municipal contracting opportunities, as well as subcontracting opportunities and applications for certification programs.  Brenda comes to the position with over 36 years with the Federal Government working in the area of grants management, contracting, and certification programs.

(Bennington & Rutland Counties)

Elizabeth Adams, our newest Procurement Counselor, serves Rutland and Bennington Counties. Elizabeth holds degree in Economics from the University of Rochester and has over a decade of service in Vermont State Government.  Elizabeth is vested in the success and well-being of her coverage areas as she was born and raised in that community and most recently managed Public Safety emergency communications for both counties.  Elizabeth's early professional experience was with her family owned buiness so she is familiar with many of the unique challenges and benefits the lifestyle entails.  Elizabeth provides Vermont small businesses assistance with federal, state and municipal contract opportunities.
