Vermont Forward Plan: Events and Gatherings

The Vermont Forward plan outlines the increases to the limit on the number of people who can attend a multi-household social gathering.

Gathering Limits

The State of Vermont currently has a limit on the number of people who can attend a multi-household social gathering. For the current guidance on household gatherings for vaccinated and unvaccinated people, visit the Department of Health website.

As part of the Vermont Forward plan, specialized guidance is below for phased reopening of gatherings and events.


Effective May 1, 2021

  • Indoors: One unvaccinated person per 100 square feet up to 150 unvaccinated people (whichever is less), plus any number of vaccinated people as Universal Guidance spacing allows.
  • Outdoors: 300 unvaccinated people, plus any number of vaccinated individuals as Universal Guidance and spacing allows.

If an event has no way of determining if an individual is vaccinated, assume all are unvaccinated for capacity limit.

All events and gatherings must also follow the Universal Guidance including spacing requirements and mask mandates.


Effective June 1, 2021 Revised: Effective May 14, 2021

  • Indoors: One unvaccinated person per 50 square feet up to 300 unvaccinated people (whichever is less), plus any number vaccinated people as Universal Guidance spacing allows.
  • Outdoors: 900 unvaccinated people, plus any number of vaccinated individuals as Universal Guidance spacing allows.

If an event has no way of determining if an individual is vaccinated, assume all are unvaccinated for capacity limit.

All events and gatherings must also follow the Universal Guidance including spacing requirements and mask mandates.


Effective July 4, 2021

No state gathering limit is anticipated. Universal Guidance will no longer be mandatory, but strongly encouraged.

Additional Mandatory Guidance for Businesses and Organizations Hosting Events

  • Staff and vendors are not counted in the maximum gathering number.
  • Starting May 1, contact tracing logs will no longer be needed for events and gatherings.
  • An event venue (indoors or outdoors) may host multiple maximum groupings through the day if the groups do not interact with one another. For example – a craft fair could schedule multiple different groups throughout the day to come to a show as long as they staggered the arrivals, ensured all members of a group departed before the second group entered.
  • **Outdoor service, events, and gatherings are strongly preferred.**
